BURLINGTON, Vt. —
A high-ranking officer in the Vermont National Guard was arrested near his Essex, Vermont, home Friday on several federal child pornography charges. Maj. Scott Brochu pleaded not guilty to unlawfully transporting child pornography and possessing child pornography. His arrest was a result of an operation conducted by Vermont’s Internet Crimes Against Children Task Force and Homeland Security Investigations during the week of May 13.
Court documents show that investigators received a cyber tip, tracing a sexually explicit image of a young girl back to a computer with an IP address listed to Brochu’s home. The Vermont National Guard said Brochu joined the Air National Guard in February 1992.
On Friday afternoon, NBC5 News received a statement from the Vermont National Guard regarding the major’s arrest: “Maj. Scott Brochu was arrested on June 21, 2019, and The Department of Homeland Security is leading the investigation. The Vermont National Guard will support the investigating officials as they require. We hold our service members to a high standard. Any action by our service members that violate the law breaks the trust that citizens place on our organization and will not be tolerated.”

U.S. Rep. Peter Welch (D-Vt.) hosted a town hall at the Vermont State House Monday afternoon to address his support for the impeachment of President Donald Trump.”I think I owe it to Vermonters to let them know where I’m coming from,” Welch said before the town hall. “I will listen but I’ve reached my own conclusion.”
More than 100 people showed up to the forum, many stepping up to the microphone to support the congressman’s new position. “You make a pledge they day you’re sworn in as president to uphold the Constitution most of all, and many of the things he has done are contrary to that,” said Carol Conley of Essex Junction. Welch released a statement Thursday stating President Donald Trump had a “willful disregard” for the Constitution. The statement came less than a day after Welch joined 94 other House Democrats in voting to debate impeachment.
Some encouraged the congressman to explore more tempered action against the president, citing concern that the impeachment process could have a detrimental impact on the Democrat’s bid for the White House in 2020. Welch did not go unchallenged, with some asking the congressman to outline how the President has met the constitutional requirements of impeachment. “A president that puts himself above the law and above accountability is violating the oath of office,” Welch said before the town hall. “Everyone is subject to the rule of law. Everyone has to be accountable.”
